西藏问题是中国的内政，不应该影响中英关系的进步。至于达赖喇嘛所说的他不需要西藏独立，只须高度自治，这已不是他首次提出来的。这只不过他想在西藏恢复统治、进而获得独立的第一步。事实已经证明达赖喇嘛从未舍弃西藏独立的企图。他继续在国际舞台上从事类似活动。大家期望他舍弃我们的立场，停止分裂祖国的活动，承认中华人民共和国政府是代表全中国的唯一合法政府。只有在这种条件下才能进行谈判。
The issue of Tibet is an internal affair of China which should not influence the development of Sino-British relations. As for the Dalai Lamas remarks that he did not want to achieve independence of Tibet, but high level autonomy, this is not the first time he has made this proposal. This is merely the first step toward restoration of his rule over Tibet prior to achieving independence. Facts have proved that Dalai Lama has never given up his attempt to gain independence for Tibet. He is continuously carrying out such activities in the international arena1. We hope he can give up his position and sTOP his activities to split the motherland, and recognize the government of the Peoples Republic of China as the only legal government representing the whole of China. only under such circumstances can negotiations2 be conducted.
